Overview

Pakistan’s Constitution provides the framework for provincial executive authority, a cabinet led by the Chief Minister, conduct of government business and local government. Punjab’s departments then organise portfolios for public administration. This page is civic orientation, not legal advice.

Context

Article 129 states that provincial executive authority is exercised in the Governor’s name by the Provincial Government, consisting of the Chief Minister and provincial ministers. Article 130 addresses the cabinet and Chief Minister. Constitutional text should be checked for amendments before legal reliance.

What the evidence supports

Article 137 extends a province’s executive authority to matters on which its Provincial Assembly may make laws, subject to constitutional limits where Parliament also has power. Articles 138 and 139 address delegation to subordinate authorities and rules for allocating and transacting government business.

Why it matters

Punjab’s official portal lists departments covering portfolios including agriculture, finance, health, education, irrigation, law, local government, transport and tourism. A directory demonstrates administrative breadth, but names and allocations can change and do not by themselves explain a department’s statutory powers.

Connections across Punjab

The provincial executive and Provincial Assembly have related but different roles. The executive administers within its constitutional sphere; the Assembly legislates and scrutinises through its procedures. Courts, federal institutions, local governments and independent bodies occupy their own constitutional or legal positions.

Reading claims carefully

Article 140A requires each province to establish a local-government system by law and devolve political, administrative and financial responsibility to elected local representatives. The Constitution establishes that duty; the structure, elections and functions depend on current provincial law and implementation.

Using this information today

For a public service, begin with the current Punjab department or service portal and identify the responsible office. A constitutional article explains authority at a high level, not an application process, deadline or entitlement. Confirm current forms, rules and contact details with the responsible institution.
